The Google Page Rank is a scoring system created by Google to give websites a rank out of 10.
PR is a general representation of a website's popularity, it is determined on the result of many factors, primarily based on link popularity of a website based on 0 to 10 logarithmic scale, quality of content on both your site and those linking to you and how many links to and from your pages you have.
This is how the P R is determined, PR10 being the ultimate goal.
Remember that the Page Rank is not a replacement for professional search engine optimization work. The Google PageRank is however a fairly good indicator of the popularity and quality of your web site or of your blog.
So, just to clarify, the Google PageRank is just one metric of many used these days to measure the relative success of a website or blog.
